More than 2,200 attack drones in seven days, about 1,650 aerial bombs and 38 missiles — Russia's heaviest week of the air war against Ukraine (Zelensky, via Kyiv Independent). On the night of Sept. 27 alone, 170 Shahed-type drones were launched, 76 of them jet-powered; Ukraine's air force downed or suppressed 147, yet strikes still landed at 18 locations. As of late September 2026 the gap is political as much as industrial: Ukraine has been promised a license to build Patriot missiles, not the missiles themselves.
Ukraine does not lose cities because its defenders stop firing. It loses them when the magazines run dry. Russia's strategy is arithmetic: launch cheap one-way attack drones in mass waves to force expensive interceptors to be spent, then follow with ballistic and cruise missiles once the sky is thin. Every undelivered interceptor is not an abstraction — it is a substation, a hospital wing, an apartment stairwell.
The capability that matters most right now is sustained interception at scale: Patriot and SAMP/T rounds, NASAMS and IRIS-T reloads, and low-cost counter-drone interceptors produced at a rate that exceeds the rate of incoming Shahed-class airframes. Delivery timing matters as much as volume — defenses arriving after a winter of grid attacks protect ruins instead of preventing them.
Why it matters now: 76 jet-powered Shaheds in a single night multiplies the interceptor burden — each one must be engaged by a SAM round that cannot be replaced faster than it is spent.

A WAR AGAINST CIVILIANS
The defining feature of the current phase is the deliberate targeting of what keeps people alive: power plants, substations, heating, water, hospitals, grain corridors and apartment blocks. Mass drone and missile salvos are launched to exhaust air defenses and freeze cities into submission. This is coercion by infrastructure collapse — and it is why interception capacity is a humanitarian issue, not only a military one.
DEFENDING EUROPE AT THE CHEAPEST POSSIBLE PRICE
Ukraine's armed forces are absorbing and degrading the conventional threat that NATO has planned against for seventy years — without a single Article 5 deployment. Supporting that defense now is the least expensive option available to the democratic world. Withdrawing it does not end the war; it relocates it.
