DRC Government Transfers First Prisoner Cohort to M23 Rebels
The Democratic Republic of Congo (DRC) transferred 15 prisoners to M23 rebel authorities, marking the first concrete implementation of a stalled 2025 peace agreement. The Red Cross facilitated the transfer through Uganda. While the handover represents a diplomatic opening, the region remains destabilized by the "Ebola Bundibugyo" outbreak, which has killed 2,184 people since May. The UN has allocated an additional $30.5 million in emergency funds, warning that the virus is currently outrunning the humanitarian response in conflict zones.
