M23 Rebels Consolidate Administrative Control in Eastern Congo
The Rwanda-backed M23 rebel movement has increased its manpower to 30,000 troops, establishing a parallel state administration in eastern DRC. UN findings released June 30 indicate M23 has tightened control over local fiscal systems and public utilities. In response, Kinshasa assumed the rotating presidency of the UN Security Council on July 1, planning to push for the enforcement of Resolution 2773 and the immediate withdrawal of Rwandan military personnel.
