Russian Advance in Luhansk Forces Civilian Flight from Border Settlements
Between March 24 and March 31, 2026, Russian forces gained 17 square miles of territory, completing what they termed the 'liberation' of Luhansk Oblast. According to the Russia-Ukraine War Report Card and ISW data, these advances in 14 settlements along the frontline forced an estimated 2,500 civilians to evacuate toward central Ukraine. The surge in combat activity coincided with a spring offensive gaining momentum in the Kupiansk and Luhansk directions.
