Human Rights Watch Documents M23 Abuses and Strategic Shift in South Kivu
Human Rights Watch released an investigative report detailing mass graves and extrajudicial killings committed by M23 rebels and Rwandan forces during their late 2025 occupation of Uvira, DRC. Although M23 withdrew from the city in January 2026, they maintain critical military positions in the Hauts Plateaux. The report warns that M23 remains a strategic threat to supply lines near Lake Tanganyika and the Burundi border, despite ongoing US-led diplomatic pressure through the Washington Accords.
