DRC Government Completes First Prisoner Transfer to M23 Rebels
The Democratic Republic of Congo government released 15 prisoners to the AFC/M23 rebel movement on August 11, 2026, in a process facilitated by the International Committee of the Red Cross (ICRC). The detainees were transported from the city of Beni via Ugandan territory to Rutshuru. This marks the first concrete implementation of a peace agreement signed in late 2025. While representing a diplomatic opening, fighting between M23 and "Wazalendo" militias continues in the Walikale region.
