Ukraine Imposes New Sanctions on Russian Service Members and Merchant Fleet

On May 23, 2026, President Volodymyr Zelensky signed two major sanctions packages targeting the Russian military and its logistics. The first package sanctions 127 Russian service members involved in missile strikes against Ukrainian civilian infrastructure, including historical attacks on the Okhmatdyt children's hospital. The second package targets 29 civilian merchant vessels used by the Russian Defense Ministry to transport military equipment, ammunition, and personnel, effectively banning them from Ukrainian maritime jurisdictions.
